The AMF maintains a public PSAN register; ACPR (the prudential regulator) oversees stablecoin and EMI activities. Stablecoin issuers must hold an EMI licence under ACPR. France was an early-adopter — Société Générale subsidiary SG-FORGE is the first major bank-issued euro stablecoin (EURCV) under MiCA.
